A trade in my league was vetoed. The next day the two people proposed the same exact trade. Is that allowed?

You cant really consider it cheating. They have the right to propose that trade as many times as they want. You and your league must just keep an eye on the activity going on. Obviously they really wanna have this trade go through and if you dont you gotta keep em in check.
